The Director of the Department of Chemical Technological Complex and Bioengineering Technologies of Minpromtorg of Russia, the chairperson of the meeting, and representatives of the Department of the System of Digital Marking of Goods and the Legalization of Product Turnover of Minpromtorg of Russia, the Scientific Research Institute of Disinfectology of the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor), the Russian Register of Potentially Hazardous Chemical and Biological Substances of Rospotrebnadzor and the Russian Quality System discussed the issues of cosmetics and household chemistry market circulation with the related businesses.


Among the participants of the discussion were Executive Director of the Association of Perfumery, Cosmetics, Household Chemicals and Hygienic Goods Manufacturers Petr Bobrovsky, Head of the Russian Register of Potentially Hazardous Chemical and Biological Substances of Rospotrebnadzor Halidya Hamidulina, Director General of the Research Institute for Household Chemistry "ROSSA" Natalia Divakova, Deputy Logistics Manager of L'Etoile, Head of the Labeling Project at Loren-Cosmetic LLC Andrei Kriventsev, R&D Director of BioMicroGels Alexandr Yagupov, Head of R&D Department of Nevskaya Cosmetics Andrei Komarov, Director General of Norchem LLC Management Company Yury Dudakov and Head of Marketing Department at Evroplast Management Company Natalia Selezneva.

The participants discussed market circulation specifics of perfumery, cosmetics and household chemistry following the change of rules in commission trade of nonfood products, the problems of product labelling in the perfumery industry and Russian and foreign legislation on environmental protection. During the meeting the following issues were also touched upon: collection and disposal of plastic packaging for household chemistry, plastic gift certificates at points of sale and use of recycled raw materials for the production of packaging.

Special attention was paid to the certification of green cosmetics and eco-friendly chemicals, safety and quality monitoring of products on the territory of Russia. Deputy Director of the Russian Quality System Elena Sarattseva delivered a report on the problem of greenwashing and counterfeit.

The businesses discussed the results of their joint work with Minpromtorg of Russia on increasing the output of antiseptics for the domestic market. Head of the Chemical Research Laboratory of the Scientific Research Institute of Disinfectology of Rospotrebnadzor Sergei Andreev shared the key requirements to disinfectants submitted for state registration.


In his closing statement Aleksandr Orlov, Director of the Department of Chemical Technological Complex and Bioengineering Technologies of Minpromtorg of Russia, outlined the "key development vectors – import substitution, product promotion on foreign markets and interaction with end customers".
